The measure is aimed at preventing unauthorized methods of investigation.

On February 27 of this year, at the initiative of the General Prosecutor's Office, the criminal prosecution authorities approved the Rules for the operation (equipment and use) of video surveillance systems in penitentiary institutions and police premises, as well as in all operational and investigative units of law enforcement agencies. Video surveillance systems will also cover the route of visitors and sensitive rooms, with the exception of places of personal hygiene.

“A list of persons who have the right, including remotely, to view video recordings in real time and take prompt measures to suppress violations has been compiled. These measures comply with the international acts against torture ratified by Kazakhstan and are aimed at preventing unauthorized methods of investigation,” the department explained.

Video recordings can also be used as evidence by lawyers, victims, suspects, accused, courts and other authorities.

“The direct responsibility of the heads of authorities is provided for ensuring the good condition, logistical support for the operation of video surveillance systems and the safety of the video archive,” the message says.

The rules were developed as part of the implementation of the Address of the Head of State to the people of Kazakhstan dated September 1, 2020.
